Will this actually help with headlight glare?

Glare at night has two causes: your eyes and your glass. This addresses the glass. If oily film is scattering light across your windshield, removing it reduces the starburst effect. It won't change your vision itself.

How do I use it?

Pour the bottle into your windshield washer reservoir and top it up with water. Then just use your washers normally. Nothing to mix, nothing to measure.
